Development Model of Sangha Administration in the 15th region Sangha Administration

Abstract

 The objectives of this research were: 1) to analyze the genera; context of region 15th Sangha Administration 2) to study factors affecting success of region 15th Sangha Administration and 3) to propose a development model of region 15th Sangha Administration.

The research methodology was the mixed methods between the qualitative and quantitative research. The qualitative research collected data by two steps; step one from 25 key informants, purposefully selected from experts, by face-to-face in-depth-interviewing with the structured in-depth-interview and step two collecting data from focus group discussion with 10 participants purposefully selected from experts. Data from both steps were analyzed by descriptive interpretation.
Quantitative research collected data from 302 samples who were the administrative monks in the 15th region Sangha administration. Data were analyzed by descriptive statistics, frequency, mean and standard deviation.
Findings were as follows:
1. The 15th region Sangha Administration administered byDhamma and Vinaya and 2505 Sangha Act and 2nd amended 2535 Sangha Act consisting of rules, regulations, orders, resolutions of Sangha Suppreme Council which were the good tradition abided by other Sangha Order and these traditions were not updated resulting the knowing of the followings; 1) the strength is that the 15th region Sangha Administration, consisting of 4 provinces, clearly shared the burden of responsibility with systematic administration, used the same rules and regulations based on Brammavihara 4, upholding Aparihaniyadhamma 7, rejecting Akati 4, bias, 2) Weakness is that lacking of the qualified personnel to help develop the 15th region Sangha administration, unjustice power using, and lack of cooperation among Sangha

personnel. 3) Problems or threats; inappropriate policy with mission, lack of working incentives affecting the slow working process. 4) Obstacles; there was loopholes in group assistance, lack of budget for Sangha administration, lack of technological knowledge of development communication for the 15th region Sangha Administration
2. The factors affecting the success of the 15th region Sangha Administration consisted of administrative systems comprising 5 aspects as planning method, the planning to promote the quality of administrative monks at all levels, in all administrative aspects such as educational promotion for both learning and enlightenment, promoting administrative monks and young Bhikkhu and Samanera as the good models, the 15th region Sangha Administration should have clear yearly operational strategic plan such as; Samutsongkram Province is responsible for official Pali re-examination, Ratchaburi Province is responsible for tutoring before Pali examination, Phetchaburi Province is responsible for training the meditation teachers, Prachuap Khiri Khan Province responsible for the training of administrative Monks. There should be serious educational promotion and support, find the agencies to support education to help develop the organization and working systems, personnel system development by educational tour to enahce the responsible duties. There shold be training and seminar to create vision and experiences for effective working. There should be training personnel in technology, finance, accounting, discipline and manner related to administration and directing and use the Sangha Acts and state laws to create the common rules and direction for all concerned. There should be evaluation for all activities. The controlling pattern should be in form of councelling, co-thinking,co-doing and co-solving any problems, top-down administration, contral committee to follow-up the performance closely at every step and carry out the task in frames of 6 missions of Sangha Suppreme Council; administration, propagation, educational support, public welfares, and Buddhist construction and renovation. Besides, there are other factors such as budget, personnel development projects, Information and Communication Technology for the development of the 15th region Sangha Administration
3. The model of the 15th region Sangha Asministration which has been developed is that ; clear operational plan develop the quality of administrative monks at all levels, using the same rules, regulations,orders in the organizations, encouraging personnel for study tour in many aspects in order to create vision, experiences, quality and efficiency in duty performance. Use rules, regulations of Sangha Order and that of state to set the same rules for common practice and there is a central committee to supervise and control the operation closely.
